There is a difference in writing contracts between "will" and "shall".

However these are standards and the meaning is pretty clear, especially E(1). No team "shall" collect any dollars from a player.

Players on teams that do not meet the standards could file a complaint with USA Hockey. Then when they are cut they can come join my team and legitimately pay for tuition.

Dictionary "Shall- used in laws, regulations or directives to tell what is MANDATORY

Keep writing them up Stephen. Maybe it "will" get some traction.

Harry sums it up well. Shall means mandatory in legalese. May means not required.

Will is generally not used in legal contexts other than wills (as in estate wills).

It's like speed limits-they are LIMITS and NOT SUGGESTIONS. Thou shall not exceed the posted speed limit.

Pretty clear.
